The objective is to contribute to the development of an independent, national, safe and efficiently operated blood transfusion services by strengthening its organisation and physical structure to set up an independent National Safe Blood Transfusion System in Pakistan which enables safe blood transfusions especially for the poorer population. This is to contribute to the improvement the health situation of the Pakistani population.

The action plan includes construction and equipping of 13 Regional Blood Transfusion Centres (RBTCs); equipping of up to 78 Hospital Based Blood Banks (HBBBs); procurement and installation of a central information centre for blood banks; mobilisation of a voluntary blood donation campaign; and capacity building including among others blood bank management and user training for equipment.

The tasks include needs assessment; preparation of technical specifications & tender documents: assistance during tendering, tender evaluation and contract award; supervision of delivery & installation; coordination of technical training; acceptance of equipment; and assistance in the definition of maintenance budget.
